Issuing US VISA when there is a Pending Backlog?

I'm applying for US F1 VISA in a few days. I completed B.Tech from JNTU, Hyderabad. The problem is that i have a uncleared backlog though i have been awarded the B.Tech degree (according to the rule in JNTU, Hyderabad, least scored marks of 2 subjects are not considered and one of the subject is a backlog that i have.) Will it be a problem when i go for the VISA Interview? Will they issue the VISA despite the uncleared backlog?
