I checked my refund status today as the IRS site said March 1 was my refund date. I checked this morning....?

And it now says code 1301, which just means that it has been longer than 3 weeks since I submitted my return. Anyone else have is issue? How long does it usually take to have your refund from a message like this. I assume this delay is because of the fact that the IRS had millions of returns held until Feb. 14 and now they are backlogged. Am I correct in this assumption?
